The Community Amenity Contribution is now a legacy program that only applies to existing in-stream applications received prior to July 7, 2025. For applications submitted after July 7, 2025, please refer to the Amenity Cost Charges page.
The City's legacy CAC program continues to apply to development applications received prior to July 7, 2025. Under the legacy program, CACs are a voluntary financial contribution applied to new residential development, to help fund amenities as the community grows. Developers pay CACs up to the base density in the zone at the time of rezoning. The CAC rates will continue to be adjusted every year based on the inflation rate (Consumer Price Index (CPI), reported annually by Statistics Canada).
The 2026 Citywide CAC rates are:
- $70.83 per m2 for net gross floor area below the base density for new multi-family residential developments requiring a rezoning.
- $10,968.26 per net lot for new single-family developments, created through a subdivision and requiring a rezoning.
CAC’s do not apply to non-residential floor space, below-market rental housing or non-market housing.
