Cedar Drive Upgrade Project
Taking place from spring 2021 to 2027, the Cedar Drive Upgrade Project (PDF)is taking place in a number of phases and will extend the sewer system, improve drainage, enhance Partington Creek and provide transportation upgrades. The much-needed upgrades will support new development in the eastern section of the Partington Creek neighbourhood, and will also improve service to existing residents in the area.
This will be the largest and likely most complex project delivered by the City’s Engineering & Public Works department in the current five-year capital plan.
Construction Update
The next phase of the Cedar Drive Upgrade project will be tendered in December.
The following work is currently planned:
- Removal of pre-load,
- Installation of new sanitary sewer main from the Pump Station to Gilley's Trail;
- Installation of new water main and service connections;
- Construction of two sedimentation ponds and culverts,
- Construction of new road, driveways, multi-use pathway, and street lighting; and
- Other miscellaneous work.
The majority of work is expected to begin in 2026 with completion in 2027.
Project Timeline
- 2020: Completed the property acquisition and detailed design.
- 2021: Arranged for permitting and began some of the construction, primarily moving earth and “preloading” future road and utility sites – covering them with piles of earth to help settle the soil over time – and removal of knotweed, an invasive species.
- 2022/2023: Preloading work, as well as most of the sewer system expansion work, including a pump station, forcemain and gravity sewer connection to Victoria Drive.
- 2024: Construction of the drainage channel and environmental enhancements in Partington Creek (in late summer, when safe for fish).
- 2025 to 2027: Construction of Cedar Drive, multi-use pathway, drainage works and sanitary sewer works.

The objectives of the Cedar Drive Upgrade Project are as follows:
- Improved sewer services – New trunk sanitary sewer facilities along Cedar Drive and extending to Upper Victoria Drive, to serve existing and new development in the eastern part of the Partington Creek Neighbourhood.
- Increased flood protection – New flood channel and environmental works along the upper section of Cedar Drive to convey existing and future flows in Partington Creek, as well as raising Cedar Drive by 1.5 metres to mitigate flood impacts from freshets in the Pitt River/Fraser River system.
- Environmental enhancements in Partington Creek – Installation of riparian (Creekside habitat) areas to offset impacts from the development planned in the area (outlined in the Partington Creek Integrated Watershed Management Plan (PDF), and removal of invasive plant species.
- Transportation upgrades – Widening the upper section of Cedar Drive as a transportation corridor to a two-lane width, constructing a multi-use pathway and adding street lighting.
Planning to bring utilities and roads to the east part of the Partington Creek neighbourhood –including the future Burke Mountain Village site – began about 10 years ago. Major engineering infrastructure is vital for the planned development envisioned in the Partington Creek Neighbourhood Plan.
The extension of services is mainly funded through developer fees, including the $16.5-million cost for the Cedar Drive Project.
