Coquitlam Approves Climate Action Plan to Cut Emissions

Coquitlam has taken a critical step towards achieving the City’s long-term sustainability goals with the approval of the Climate Action Plan.

COQUITLAM, B.C., January 14, 2026 – Coquitlam has taken a critical step towards achieving the City’s long-term sustainability goals with the approval of the Climate Action Plan.

The Plan provides a focused strategic roadmap for reducing emissions by outlining clear next steps for the City to advance climate action with 45 actions across five focus areas: How We Move, How We Build, How We Consume, How We Steward and How We Lead.

An Action-Oriented Approach

The Plan focuses on actions that are within the City’s direct control or influence, with a strong emphasis on collaboration with residents, community organizations, local First Nations, advisory committees, and community interest holders to broaden impact and effect change. 

Each action in the Plan clearly identifies the City’s role – whether leading implementation, advocating to senior governments or supporting and enabling others.  Of the 45 actions identified in the plan, 26 are already underway, with 13 short-term and six medium-term actions that build on existing programs and initiatives. 

The actions are guided by the Plan’s principles, shaped by public and partner input, and reflect both municipal climate best practices and Coquitlam’s local priorities and values.

Enhancing Existing City Strategies and Actions

The Climate Action Plan falls under the umbrella of the City's Environmental Sustainability Plan (2022), and advances actions already underway through other City plans and strategies including the Climate Adaptation Strategic Plan (2020), Transportation Plan, Urban Forest Management Strategy and E-Mobility Strategy, some still being finalized. 

Together, these efforts integrate climate change considerations across municipal planning and operations, reducing emissions while delivering community benefits including cleaner air, healthier homes, more sustainable transportation, good green jobs, and thriving parks and natural spaces.

Community Feedback

Coquitlam’s Climate Action Plan was developed through collaboration with residents, community organizations, local First Nations, advisory committees, and community interest holders. Ongoing engagement with climate action partners and community members will ensure that actions remain effective.

Implementing the Climate Action Plan

The Climate Action Plan is designed to be a clear, accessible roadmap, supported by a companion document outlining timelines, anticipated costs, and potential funding opportunities. 

Most actions (64%) will be delivered through existing programs and capital budgets, or have little to no cost associated with them. Where investment is needed, current climate action reserves and provincial funding are sufficient to support implementation until early 2028.

The full CAP will be reviewed every 5-10 years in-line with other corporate planning practices, but the action list will be reviewed and updated every three to five years to reflect progress, emerging opportunities, and changes in policy or technology.

Coquitlam is committed to taking action on climate change by promoting practices that reduce greenhouse gases, conserve energy and improve resilience both for City operations and across the community. 

Coquitlam’s Environmental Sustainability Plan lays out a flexible framework to guide decisions and ensure the long-term resiliency and sustainability of the community. The Plan is organized into five themes, each with their own goals and detailed actions: Climate Action, Built Environment, Waste Management, Water Management and Natural Areas, Wildlife and Habitat.
