New for 2026, all eligible voters can apply to vote by mail for the General Local Election. Applications will be available starting September 14, 2026.
How to Apply
You must apply to receive a mail ballot package in order to vote by mail. Applications for mail ballots will be open from September 14 to October 5, 2026.
- Online: An application link will be added to the website on September 14
- In Person: Pick-up an application package at City Hall starting September 14
Your application package will include:
- Instruction letter
- List of acceptable identification
- Mail ballot application form
- Voter registration form for residents and non-resident property electors
- Non-resident property elector consent form
- Envelope for returning completed documents
Once your application is approved, you can receive your mail ballot package via regular mail, or you can pick it up at City Hall. Mail ballot packages will be available after October 5.
Steps to Vote by Mail
Once you have your package, follow the steps below to complete your mail ballot. Mail ballots must be received by 8 p.m. on Saturday, October 17 to be included in the final ballot count.
- Complete your ballot using a black pen or marker to fill in the oval next to the name of the candidate(s) of your choice
- Insert the completed ballot into Envelope A and seal it
- Insert Envelope A into Envelope B, seal it, and fill out the front of Envelope B

It is your responsibility to ensure the completed mail ballot is received by 8 p.m. on October 17, 2026. If you are returning your ballot by mail, allow enough time for Canada Post to deliver it by the deadline.
One Elector, One Vote
Once you have requested and been sent a mail ballot package, you are no longer eligible to vote at any advanced voting opportunity or on general voting day.
Mail Ballot Dates
- September 14 — Applications for mail ballots will open
- October 5 at 12 p.m. — Deadline to apply for mail ballot
- October 5 — Mail ballots will be delivered or available for pick-up for approved applicants
- October 16 at 4 p.m. — Last day to deliver mail ballots in person at City Hall
- October 17 at 8 p.m. — Deadline to receive mail ballots to be included in the final ballot count
