2020 to 2023 Strategic Plan

Adopted by City Council on December 16, 2019, the 2020 to 2023 Strategic Plan (PDF) replaces a plan adopted in 2006 and last updated in 2016. It includes an updated vision, strategic goals and organizational values to reflect evolving community attitudes, emerging priorities and changes to the City government, and outlines deliverables and key performance indicators for the City.

The renewal process began in late 2018 and included an extensive public input process, a review of regional best practices, and other research and long-term planning.

Looking Ahead to 2032

The vision, mission and strategic goals - the plan’s core components - have been developed with a horizon of 2032, while the plan itself will be reviewed every four years by each new Council.

The new vision is Coquitlam: Sustaining a high quality of life for current and future generations, where people choose to live, learn, work and play.

The City’s new mission is to serve the public interest through open, fair and accountable local government with a focus on leadership, innovation and community priorities and strengths.

Strategic Goals Focus on Core Mandates of Local Government

The five strategic goals focus on the core mandates of local government:

  • Safe and complete neighbourhoods - Including well-connected neighbourhoods, a multi-disciplinary approach to public safety, a mix of housing and multi-modal transportation
  • Local economy and local jobs - Including neighbourhood commercial development and revitalization, business attraction and retention, vibrancy in sport, culture and recreation, job creation, trade and investment, and transportation infrastructure
  • Healthy community and active citizens - Including programs and services, recreational opportunities, parks and public spaces, life-long learning and investments in parks and culture services
  • Sustainable services, environment and infrastructure - Including environmentally sustainable practices, partnerships with and support of community organizations, and asset and infrastructure management
  • Excellence in city governance - Including investments in technology, people and processes, a respectful workplace, long-range planning and budgeting, and community engagement
